The money was, in fact, withheld. Until he was busted. And even now, the Ukrainians have not received the full allotment. I’m not going to strain my eyes on my phone at the moment to link you to the source, but it will become clear in the next few days, as this shite plays out. Youguys will accept nothing short of a confession by Trump or a memo signed by him directing that the funds be withheld. Even then, you’d claim it was a forgery.

Except that once again, there’s an alternate explanation that is at least equally plausible because lots of things were happening around the world other than Dems sabotaging government.
Senators talked him into releasing after numerous meetings with the new Ukraine administration.

Just look around and see if you can find any action on just that one issue, withholding aid without the "for the purpose of pressuring Ukraine...." part. The reason for that is because a violation of that act requires a definitive decision to withhold the aid. Trump had not made such a decision. Nothing to show that Trump had any intention of not tendering the aid to Ukraine.
Whether there was some other complications that required reauthorization, that's a technical issue that has nothing to do with intent to definitively withhold the aid.
And of course you're going to have many people demanding to see evidence of such an offense that carries a stiff penalty. I think we'd all demand that if we were the accused. I would hope so anyway.
