Did the neighbors themselves tear it up or did they hire someone that tore it up?
Further, isn’t there a law that you must have your yard marked by the utility companies before you dig up anything?
Isn’t water and sewer part of the utility group required to mark?

Only the lines owned and maintained by the municipalities within their easement. Anything beyond that is up to the owner.
