And foster care, you say is bad... but it's better than a state home, which is where most of the kids will end up. Get ready for that cost...
The reality is that the parents who aren't feeding their kids by and large are doing so because they understand the system and know their kids are going to be fed anyway.
If parents were required to either fund an account (either with money or snap credits) to pay for their kids with real financial consequences if they didn't do so, you'd see very, very few decide not to feed their kids.
Refusal to do so resulting in Social Services getting involved, or fines/community service solves this problem to as great of a degree as you can.

If you give me $5 to feed my kid, but then tell me you're going to feed my kid, cool, now I have $5 extra bucks.
MOST parents, if you said, "ok, I'm not feeding them anymore" will use that $5 to feed their kid now.
The ones who don't? Take their kids.
