The premise is that there are kids who don't already have lunch provided, who have parents who will not feed them. And, they won't feed them at home either.

That's abuse. That's the real issue that needs to be addressed. I don't want them hungry. But, I sure as hell don't want them living in an environment where their most basic need is not being met.
