If I was going with a windows machine, I would build something with a bit more umph to be able to play the more resource demanding games and emulators.

cringeworthy name trying to compete with raspberry pie 
that aside its a great idea but crippled pricewise by microsoft licensing.
having said all that, i personally love the idea of a windows mini-pc to compete against retropie considering windows mame emulators and front ends are pretty sweet but its going to be hard to justify this over a used full size dell optiplex you can pick up on ebay for the same price or less.
