What exactly don't you understand about "third-world"? That is the point of the message. If Cummings district is third-world (no matter how much federal money has been dumped in it), then what does that make Alabama which has much worse outcomes? Fourth-world?

Are you saying you are going to have better outcomes on average in Cummings’ district than you would the average of the state of Alabama?

More wealth and political power concentrated in DC/ Baltimore/Richmond area than has ever been amassed in the history of the world and Cummings district has been the direct beneficiary of massive government pork projects.
You think your analogy cogent and compelling? Really..With a region that was not only surpressed economically by the federal government for over a hundred years, but was largely physically destroyed
Furthermore, your numbers do not truly reflect what is going on in Cummings district...there are more college graduates because there are two major universities in his district. How many of those college graduates attended high School in Cummings district?
