Why....is it because Cummings is only responsible for the bad part of the district? If Cummings, (as congressman) is responsible only for the bad part, then which congressman is responsible for the good part?
And if he is bad because PART of his district is bad, then what does it say about Alabama AS A STATE?

So who is responsible for all the bad outcomes in Alabama (compared to Cummings district)?
The Alabama districts that house the NASA Center, Univ. of Alabama, and Auburn all perform under Cummings district in H.S. graduation, college degreees, poverty level and median income.
So, again, if Cummings district is third-world, then what does that mean for Alabama?

Typically third world has some at the top with all the assets, food and money and the rest in abject poverty.
