That's not even true. The original Nite Owl even tells the story about how the cops started wearing masks because of the gangs wearing them. The Minute Men were born from masked police.

What I don’t get is why am I watching some local-level bullshite in Tulsa? Where are the Watchmen in the “Watchmen?” Are the costumed cops Watchmen or are they just cops? Is Sister Night a Watchman? Or just a cop? Are there local Watchmen that work with police or something? If so, are there hundreds of Watchmen? Pilot could have helped explain that.

There are no Watchmen anymore. At least not a group of "heroes". If you haven't seen or read anything else previously I could understand why someone would be confused.
