The reason President Trump is using Giuliani.

President Trump is holding Bill Barr's feet to the fire. Bill Barr's biggest problem is not prosecuting the corruption that the public already has knowledge of.
Giuliani is ensuring the public is fully aware of the corruption, mal and misfeasance that preceded and occurred during President Trump's tenure.
And it's not necessarily Bill Barr's feet that needs to be held to the fire. It's his underlings. The holdovers from previous administrations that hate Trump. When the public has knowledge of corruption it makes it more difficult for Bill Barr and his underlings to push Bill Barr to whitewash deep state corruption and crimes.
That is Rudy's role.

Rudy needs to get his story straight because he is all over the place as to whether or not his "meddling in an investigation" was state sanctioned or not

Barr is building a case against the Deep State. Barr represents the legitimate government of the US, and by extension - you and I.

I think the primary reason Rudy is involved in so much is because Trump can’t trust his own branch of govt. Dems think Rudy’s involvement in Ukraine is proof of extortion and cover up. The far more logical and practical reason this is the only way to investigate. Is he supposed to trust the FBI and CIA to investigate their own illegal activities?

Rudy discrediting Volker who is about to honor the State Dept subpoenas and go before House Judicial committee of just Democrats. Volker denied sending Rudy to Ukraine and helping him make the necessary contacts. Remember Rudy said the State Department contacted him to get all the dirt on Democrats Ukraine had and been trying to give out intelligence agencies; well Volker denied involvement and described Rudy as some rogue agent...Rudy produced the Emails showing Volker contacts and help setting it all up. Volker has stepped down and now complying with Subpoena and will talk to Dem only committee. So, Rudy, so far, is kickin arse

His Ukraine investigation on behalf of Trump began and ended before Muellers probe ended- and he was acting as Trumps legal defense.
Months later, he was contacted by the STATE DEPT, and asked to re-engage with Ukraine. He has the text messages and emails to prove it. Now were those State dept officials (Volker in particular) trying to set him up, that’s possible. Especially considering Volker resigned shortly after Guiliani released the text messages.
Rudy’s story is pretty straight and he’s got the evidence to back it up.... if Rudy was “incriminating” himself in any way, Dems wouldn’t be desperate to silence him.

Yeah, because of emails and text messages Volker is in a tough spot and those same emails and text messages gives Rudy a proper reason to investigate the Ukrainian situation.
+1 for Rudy here.
Volker's duplicitous actions here out him as a coup participant.
