if garland becomes a much better player than Hayes or culver it’s still part of the opportunity cost of the trade regardless of whether the pels would have taken him or not. The fact remains that they could have taken him and didn’t

That's one way to view it. I would view it as a talent evaluation mistake that, since it would've happened whether we made the trade or not, isn't connected to the trade. It's not an opportunity cost if you wouldn't take the opportunity.
