I've always been told +5mph on the interstate is ok, obviously exceptions for speeding up to safely pass in the passing lane
In central/north Louisiana, if you're 5 under you're at the limit, if you're at the limit you're exceeding the limit
In Texas there are no rules

Set the cruise at 8 over on the interstate and you’ll never get a ticket. Set it at 9 and you won’t as long as you stay at 9 and don’t creep to 10, and even at 10 you won’t always get one.
Small towns, if it’s 25, go 25. Anything higher and you can easily go 5 over

Most states allow you to legally speed only when passing a vehicle on a 2 lane road.
Some states say "safe and prudent manner" while Some say you can't go more than 10 mph over the posted speed limit. The passing or overtaking 'cushion' is where the myth of "10mph over the limit is okay" comes from.
This is also why going 7 or 8 over the speed limit on the Interstate is not wise in the right lane but more acceptable in the left(passing) lane.
Years ago a Texas State Trooper explained this little nugget about the Interstate when he pulled me over going 77 in a 70 in the right lane on I-45 north of Houston. He gave me an official warning but no ticket b/c I was legit approaching my exit somewhere in Montgomery County(going to the CAD office). whew.
5 over is my limit on most roads.
