That's who started the entire incident. Rocky and his crew are walking down teh street and these 2 Muslim punks are following them and harassing them. Rocky's crew tries over and over again to tell them to buzz off, telling them to stop following them, stop touching them, etc. And these two punks CONTINUE to follow them. The were intentionally trying to provoke an incident which is why Rocky began filming it proving they were not the ones causing the altercation.
