Given the current development practices being employed by East Baton Rouge Parish developers of dig, backfill and building retention ponds raising developments above grade justifies anything Mitchell Ourso can do to stop EBR from flooding East Iberville. You just can't elevate developments in flood plains without causing severe consequences
