The traditional census does that. This EO will have nothing to do with allocation of funding or representation in Congress lolol

I think what some are alluding too with "nothing will happen" statements is that congress has become belligerent in ignoring the will and laws of the people and constitution.
They ignore subpoenas, defy referrals for investigation, and generally travel to the beat of their own drum. Not one member in the recent past has be indicted publicly from all this crap. Its a good ole boys club and they know it.
