But you can buy cheap SIM cards in any country....using cash so not traceable. Pop that sim In Your phone and I'm not sure anyone could track you.

There’s also the IMEI (International Mobility Equipment Identity). If the SIM is kind of like your IP address the IMEI is like your MAC address, a unique hardware identification number. The wireless companies track and use this too:

In the scenario the OP provided he’s trying to avoid government level tracking. They no doubt would know his phone’s IMEI as well.
