I think you can make one with the NBA alone.

Donald Sterling (and I am talking about
even prior to his insensitive language)

Dolan

Robert Sarver

George Shinn

Loria and Angeloes for MLB

ETA:

Loria is such a shitty human that the new owners tried to claim the Marlins were a British company to not be involved in the cities lawsuit with this a-hole. He bought the team, sold off assets, talked the tax payers into building him a new home, then cashed out the equity. He needs to be in jail

NBA- Ted Stepien. NBA created a rule to restrict how teams can trade draft picks because of him.

MLB- Arnold Johnson. He was the Kansas City Athletics owner who colluded with the Yankees and helped sustain their dynasty by making a series of lopsided trades with them. The A's were literally a farm team for the Yankees. It was so bad that Congress had to conduct investigations regarding their transactions. LINK

NHL- Harold Ballard. Not only did he field terrible hockey teams with the Leafs, the guy harbored a pedophile ring to operate for decades in his own downtown arena.
LINK

NFL- Hugh Culverhouse.

2-5 in the playoffs in 20 years of ownership.

That's right, the Pats have almost as many Super Bowl wins as the Skins have playoff games.

Dan Gilbert deserves mention.

The only reason he wouldn’t be considered amongst the worst owners is that he had an insane amount of luck.

He won the #1 overall pick 4 times in like a 12 year span. Incredible luck.

Even after he completely botched 8 years of the best player of this generation, he was lucky enough to get a second chance in large part because that player was from the general Cleveland area. Not sure how you get luckier than that.

Take luck out of it, and he’s on this list.

He’s easily the first that came to mind

(among current owners in the NFL)
