This is one of those LAZY hoax arguments. It is really a poor one.
Some NASA folks and "insider" enthusiasts have been quoted saying something like "if we wanted to go to the moon now, we couldn't" or "all the Saturn V records were destroyed".
The first quote, well yes.. we do not have the equipment on-hand to send men to the moon. And due to bureaucracy, safety, environmental laws, congress, etc... it might take longer to do it now than it did between 1961 (JFK's goal) and 1969 (Apollo XI).
However, the fifty years of advanced technology would allow us to get back to the moon VERY quickly if we could minimize all the other impediments.
As for the destroyed rocket plans. I don't know, but that seems plausible, given what I know about bureaucracy.
