I don't live there either, but I have read a lot about it, because whether you think it's a good idea or not, it's an amazing real-world example of democracy in action. The ability to self-determine your own government is one of the most pure examples of democracy we have, and it's rare to see these days.

I think St. George has borne from the idea that currently, the exact opposite of what you describe is happening. Not only are these people not "getting theirs" currently, they are getting less than what they are entitled to.

The fact that the city-parish is claiming this will cause a deficit, tells me that the area hasn't been getting their fair share of government services. We haven't seen projections on the schools yet, but I'd imagine it will look the same.

I don't think this is segregation and isolation. It's not like people won't be able to travel freely. It's just for the people of the area, they will have an extra layer of government, and they will have a different person provide certain services.

Rather than having St. George incorporate, I think it would have been better, for these residents, to have the city-parish de-merge. But that doesn't appear to be happening, so I have no problem with the residents of the area taking this step.

Now I have a problem with this statement. If you have a rich part of town and a poor part of town are you saying that only the rich people should have their roads paved nicely? Do you just let blight rot in the poor area because they don't contribute as much? What is the end game here? People complain about not getting their fair share but when I drive through the proposed St George area I see nicely paved roads. I don't understand what exactly it is that St George isn't getting.

BTW, I completely understand why it is happening and I blame the administration. Just gotta play devil's advocate.
