The SA "River" is a flood control device. Pretty much the entirety of the section in downtown, with all the shops along it, is man-made. And it's about half of the width of the 17th street canal.
The city could do more with parks and things, but the MS river isn't conducive to an entertainment district.
I always thought Perkins Rowe was going to take off more than it did.
