By what metric? Because you’re certainly not reaching this conclusion based on wins, major wins, money, consistency or longevity.
Vijay or Els would be the only other 2 even in the conversation and Phil has done more for longer than either of them.
Phil is 9th all time in PGA Tour Wins and T-12 all time in Major Wins in the deepest era in the history of the sport. He’s in the Pantheon of all-time greats (sometimes despite himself and he should have a much higher major total)

Look at his career before and after the ProV1. He's still a hall of famer without it, but he'd have a career arch more in line with Zach Johnson than Tom Watson. He'd have 20 or 25 wins and maybe 2 or 3 majors, imo.

Duval without the wrist injury and my hot take is without the ProV Justin Leonard would have like 8 majors.
Again, I like Mickelson, but the advancement of the golf ball did wonders for him.
