I have had plenty of tickets. ALL - even state troopers, will drop it to a seatbelt ticket if you ask them. You will probably have to pay the same amount, but they will gladly make it non-moving. They only care about the cash.

Correct. Show up on the date, wait in line, ask for a non moving. Done.
