I don't think this is true. Certainly not in the show. Craster's sons are very possibly a part of the army of the dead, but we don't have any real evidence that it's made up of exclusively Craster's sons. Just the mere fact that the army is made up of 1000s of soldiers disproves this theory. Plus the fact that we've seen many other dead bodies turned into wights.
I am fairly sure that the army of the dead is made up of thousands of years worth of people killed by the night king and his followers, and the army has just built up over time for much longer than Craster's lifespan.

I think he was referring to white walkers only and not the wights. If I'm not mistaken, we haven't seen how the white walkers come to be. There are thousands of wights, but we haven't seen that many white walkers

Craster's son's are turned in to WW by the NK, the show shows this. Remember the baby and his eyes turning blue when the NK performed his ritual?
The army is just random dead, raised by a WW or the NK.
