They aren’t trying to catch Sony on console sales
Microsoft is a monstrous company that could buy Sony 20x’s over. Consoles aren’t where they generate their revenue. The only reason they make consoles at all is to pull more people into the Microsoft brand and to the services that they profit from. Operating systems, servers, future cloud systems and streaming services.
Microsoft, google, apple, amazon these companies are fighting over control of your day to day life not just your gaming life. Any consoles they release are merely an attempt to pull you into their brand web of services

In short, Sony will always make a better console since Microsoft doesn’t really care for video games.
