The Carolinas is minor league territory. Charlotte is a NEW big city. They missed out during the two expansions baseball has had in recent (but not really) history.

The general answer to any MLB relocation question should be Tampa.
I’d throw Miami in there but the problem there has generally been ownership who wins and then has a fire sale on talent, not the fans. Tampa, OTOH, doesn’t really have fans.
