Bark lice We've had those on our crape myrtles every year. I used to spend a lot of time killing them because I thought they were aphids. But they are actually harmless and maybe even beneficial.

Barklice. They aid in your trees health. See them on my crape myrtles quite often.

I used to get these on my drake elm. I would just spray a standard bug spray and get rid of them.

Bark lice/tree cattle. They are common on crepe myrtles. Don't kill them they are good bugs

Are there multiple patches on tree?

These are Barklice and they are beneficial to the tree. I'm not sure if they are what your photo shows. The Barklice cluster like the insects in your photo. Yours also seem darker but that may be lighting.

Send some pics to your Ag Extension Agent and see if he can help. Good luck with it.
