The problem with your theory is what most presidents have uses it for haven't even been about the US.

At least Trumps use in this case had to do with the US itself.

You seem to have missed the 873 posts in which I have asserted that 90% of the Emergency Declarations under the NEA (from presidents of BOTH parties) did NOT constitute actual emergencies and SHOULD NOT have been issued.

That failure leaves me wondering "Exactly what 'point' is this individual trying to make?"
