I'd say yes.. Souvlaki is grilled on a rotisserie and served with pita. It can be lamb, beef, chicken, with or without the vegetables.
The food truck is called a Halal cart though, not hot dog cart.. and as mentioned before, New Yorkers call it street meat.

It's not quite Souvlaki, which is Greek. The Halal carts sell something similar. See this article here from a few years ago: Halal Cart Trend
