Unless I completely missed it, there is no shifter on this bike... forgot to mention, it was running without a hitch before she left it out in the rain with the keys on

It’s for my four year old.. I have one of those old school ranchers (350 ES) waiting for him when the time is right, he’s just too small right now

There is no telling then. How long was it in the rain? Could water have gotten in and locked the motor up? Have you tried pulling the spark plugs and and rocking back and forth?

You need to fight one battle at a time. Jack it up and disconnect the rear end from the motor via the chain. See if rear will free spin or if the motor will turn over freely.

Something is in a bind. If it's the rear start disassembly.

If it's the motor you might get away with putting some marvel mystery oil in spark plugs and area (not a ton) and trying to free it up.

Maybe it was a case of "it was out in the rain (after we submerged it) and now it won't start" hehe.
