This sounds like something that someone heard from someone that claimed they went there and heard about it from someone else, then decided to print in a tabloid.

Maybe not France, yet. Belgium, on the other hand, absolutely has areas like this. Saw it with my own eyes visiting a friend of mine from high school.
Not sure about them following Shari'a and all that, but the town I was staying in had a part that was 100% populated by muslims that didn't seem to be worried about assimilation at all.
