I don't think you understand the argument. Nobody is calling for increased pollution here.
China entered an agreement that should reduce carbon emissions and is announcing plans to increase their carbon emissions.
The U.S. left the same agreement a couple of years ago because it regulated our industries while we paid economic competitors to not regulate at all.

I called this 2 yrs ago when we left the PCA.
Chinese corporations were planning to build 600 new coal plants in other Asian countries completely against the PCA. It was a loophole because the agreement only states a reduction in coal plants within your own country.
