I work with someone who is Irish with a green card. He votes in every single election except for President. Legally.

So I did some googling: A green card is not enough in Texas (and a bunch of other states). However if you have "declared your intent to become a citizen" (which is a formal legal step, you just "declare" it like Michael Scott declares bankruptcy), you can vote.
So your friend is probably on his path to citizenship. Or breaking the law and getting away with it!
