No, it's entertainment. They have a plausible out for massaging games for viewer drama.
Manipulating a game for a direct gambling benefit may get some attention.

Unless an ivistigation takes place no way of knowing for sure of motives behind the no-call.

the call was so egregiously bad, in my opinion the proper authorities (whoever that is, not sure if that would have to be the FBI) needs to at least cover their bases and make sure that ref isn't suddenly getting a fat swiss account or a new vacation home.
it would be pretty embarrassing for something that bad to be influencing sports and not even bother checking just because it seems too obvious or too unlikely.
