Not sure why you're ripping on me for simply pointing out the obvious. I didn't vote for Trump (or Hillary) but I'm willing to give him the benefit of the doubt that he is serious about wanting to build a wall...

Your contention that a wall would already be built if Trump truly wanted one overlooks the obvious fact that he can't do it by himself...He's trying his best to get it done through the legislative process but hasn't had a large enough majority in the Senate to get it passed.

As for getting it done thru a national security threat declaration...that's an absolute last resort that I think is still on the table if necessary
