Simple.

You are assuming that your frame of reference applies to theirs.

The reality is, generational use of welfare occurs because someone growing up in it becomes inculcated to it. To them, it doesn't even seem odd. While you or I might feel some level of shame should we need welfare, and therefore, feel some desire to escape it, there is no shame when everyone you know is in the same boat.

And, in most cases, we aren't talking about people who can LEAP out of welfare. We're talking about people who would need to creep out of it. And, bluntly speaking, they actually PREFER not working to working and living like 2% better.

Also worth mentioning, the current system isn't tied to improving education or skills and penalizes people when they do find work.

Saw some studies where single mother with kids had benefits approaching the 6 figure range, they gonna leave and become a CPA or engineer.
