Configure your ram to the slowest possible timings. 21-21-21-21 or similar. See if that works.

I've dc'd my drives and am installing shite to my spare ssd.
I *might* have a solution.
W10 install media flat out would not work - wouldnt even error out - it simply wouldnt do anything. So...
Installed a deployment image on the spare drive, its older - 1709 - but everything newer is full of biz apps. after a few hiccups i am up and running. sees all 32GBs. working on drivers now, we'll see if something takes a shite.
for those interested, i was getting a xc0221 or xc07a error, depending on the occurrence, which is a kernel paging error. usually that means new RAM, but again memtest has said all of this RAM is ok - and so does the linux install.

Can you get into the PE environment to try running a Repair on your install?

Corrupt page file? Try booting with 16 GB, set page file size = 0 then boot again with 32 GB.

I've had memory pass both but fail while running Prime95 inside Windows within a couple of minutes. This was actually a known incompatibility between certain flavors of RAM on P55 motherboards. In my case, the suffix on Crucial DIMMs actually mattered. The OP can't even get into Windows, but maybe something like Parted Magic environment has some diagnostics he could try while running a stress tester.
ETA: Those were matched DIMMs bought at the same time. This was such an oddball problem. I had the same issue this guy blogged about, and in fact, this is where I got my answer back in 2009:

It wasn't just Crucial DIMMs that were affected, but for them, the CT25664BA1339.16FF was magic, while CT25664BA1339.M16SFD was unreliable in Windows under Prime95 while passing Memtest86+ and the other one all day long.

If the machine runs fine with both sets of 16 in the first two slots, I’d give up and replace the mainboard especially if I were still running B350.

this is what I'm going to do. I'll upgrade to a B450 board.
my deployment option ultimately failed, so i went back to memtest.
each module, when tested individually, passed. as did each slot.
however, when all 4 dimms were installed, errors occurred. turns out i never ran memtest with all the banks in use at the same time, only in mix and match pairs to test the dimm slots. this is almost certainly a motherboard issue - and linux must simply not be that picky compared to windows when it comes to this sort of thing
moral of the story: document your fricking TS steps. i had tried so many things, i had lost count. if i had documented this i would have figured it out about 8 hours ago.

I’d say it isn’t nearly as picky as W10. There’s a lot more multimedia functionality than in a base build of Mint.

I kept my x370 when upgrading from 1700x to 2700 (I had the kill-Ryzen.sh vulnerability on any speeds above stock and only had to spend 40 out of pocket) and its much better than at launch.

I'm afraid this is your future, as well. What has likely happened is that something very specific to that old configuration is buried in the registry.
That's about the only other thing to try as a last gasp - figure out if there is a registry setting associated with 16gb and tweak that.

Update - brought in an X470 board - worked on first boot. 100% a board issue.
My understanding, from outside research an via a link provided in this thread, is that while the B chipset is capable of running 4 dimms in theory, the board manufacturers must use a sufficient number of pcb layers to enable this to work without issues. Since the B series is being marketed as a budget friendly option for gamers, manufactures are cutting corners by using a 4 layer pcb vs a 6 or 8 layer that you'll see in the higher end X series.
I would highly recommend only using the X series chipset if going with an AM4 CPU.

My machine has 32GB b/c I do in-memory database work with very large data sets. There are times when even that isn't quite enough.
