When you're trying to prove things beyond a reasonable doubt, the 10-2 thing seems merely to protect the courts from the unreasonable people.
All these anecdotal stories of people refusing to change their opinion in light of the evidence are stories of people who are not upholding their obligations as a juror. They are not being reasonable.

Okay then, "were this change to pass that guy would have caused the state to at least double its prosecution costs because he would have had to be tried again".
