I think confirmation bias built up from years of the current system is responsible for one team getting that called not flagged and another not only getting it flagged but getting it upheld by review officials.

Bias can be present which aids one program without there being any backroom deals or conspiracy in place. I'm not saying there is not that as well, just that there need not be to explain calls that happen like this fairly routinely in this league.
