That's not necessarily true. The credit card companies usually set a threshold somewhere around $500 so a police report will almost certainly be filed. At that point its how much Sam's cooperate and how much info they can get. If they have a time stamp and easily ID whoever did it they'll put out a warrant, but they aren't going to do a month worth of detective work either.

Depends on the cop. I recently had someone from BRPD work to find someone that stole a card and charged less than a grand.
