One idea that I think can clean up elections, and therefore the country is this:
Only people living in the jurisdiction or district can contribute to those elections (if it's statewide, only state residents. County or municipal, then only residents of those locales). Also, only registered voters can give money to candidates. No corporations, PACs, etc can give money to candidates.
Take most of the money out of the equation and you'll get rid of some of the bottom feeders.
