No this makes pretty good sense and lines up with what we have seen thus far. There was a clear shadow government running in the background that cooked the books regularly to hid things that those in power wanted hidden.
If it makes sense for money launderers and organized crime to run two sets of books, why would you think it would be any different for this criminal organization?

Cause the official acts were used on record at some point, so they had to be retained. The false records would be sent to Trump et al to throw Congress off the trail and have it all blow over.
If this is remotely true, the rats will now be jumping ship and looking to flip at a rapid pace!
