Late 80's and early 90's there were fewer people with cable TV, or didn't have MTV on their packages. From a numbers standpoint, I'm sure anything in the 2000's would rate higher.

Nothing they did in the 2000s had the cultural impact of Beavis and Butthead or The Real World.

Here's the ratings for the MTV Video Awards through the years. While this is just one show, it would give us an idea of how popular the network is, and more people would be willing to tune into their awards if they were watching the network in the first place.
By that standard, the ratings peak was between 1999-2004. That seems right to me. It's when Millennials became the primary audience (kids), and there are more of them than Gen X. That also seems close to the peak TRL era. The live audience was introduced to TRL in 1999 and Carson Daly quit in 2003.
