I was a contractor for NASA and I can attest that the expiring funds procurements are an absolute joke. The program I managed worked with small businesses to award technically feasible R&D projects. These were highly competitive and vetted by numerous technical reviews...that is until the end of the FY, where they would literally fund anything that was submitted.

Why do you think the result will be better the second time? Be specific. What *specifically* went wrong the first time that you will address this time?
Half the people on this board think federal agencies don't already publish independently audited financial statements, so I'd be amazed if anyone can discuss the problems with ZBB in the federal government even halfway competently.
