What bypass in New Orleans? Unless you mean Interstate 12 cutting across the Florida Parishes north of Lake Pontchartrain as a by-pass? There's no by-pass of New Orleans.

There is Interstate 610, which only shaves a couple miles off the trip, and avoids the Central Business District? It's not a real "loop" or "bypass" though, it gets congested in the mornings and afternoons during drive time, too, and merges back with Interstate 10 at two choke points which have been improved but aren't free-flowing 24/7.
