He’s an honest straight shooter whose integrity is beyond reproach. The integrity part has never been in question, except for by the extreme zealots. However, one could question the directive he was given.

It's almost like he is a political assassin. He is devoted to the task he was given = "Take down Trump by any means necessary." He is adept at using every facet of the federal government's power to bring pressure on any individual who can provide leverage to accomplish his assignment. The trail of destroyed lives he leaves in his wake are of no concern to him.
The reasoning behind the creation of the assignment are of no concern to him. He is granted immunity from any technique he chooses to use - he can use mental torture and threats to family to influence anyone who he thinks can further his objective.
He is like a robot - with no conscience. Given ultimate power and constrained to stay within 'written rules' to make any individual action defensible in terms of 'what is allowed.'
