Why are poors and foreigners so keen on hip hop culture?

I never understood this.

Is hip hop culcha basically attractive to dummies, or is there something else?

It glorifies making it via ways the poors who dont really try to get out of being poors can "make it" or ways lazy poors "get by" and, thus, those folks relate to the music.

Further, it has a sense of rebelliousness to it. This is why younger folks generally like it.

The mentality of lazy poors who dont try to get out and teens are not very different.

It’s about becoming outrageously wealthy based on your own skills, living opulently, and banging bitches with big bottoms. Hip hop describes the American Dream for the downtrodden. It gives them this image of what “making it” looks like. It’s the same reason poor folks like Donald Trump. His lifestyle is what poor people dream being rich is like: being a celebrity, banging supermodels, all gold everything, f$&k you attitude.

When I said teens above, I didnt mean it as a slight against "teens these days." I think humans, at that age, are more likely to be rebellious so they have a desire to move away from parents and procreate.

Just because some middle class white people like hip hop doesnt mean that is what generally happens. I read the question to speak in generalities, not absolutes.

Tween girls like whiny break up music or lovie dovie songs. I wonder why?

Country folks like music about country things. shocker.
