As for as the police departments are concerned, yes and it should be.
They are trained to do a job. They have senses and abilities that give police an advantage and like many of us who have dogs, they become our family members.

So, dog attacks you but you cant defend yourself.
Given how often cops shoot dogs....

The cops don't seem to have the same level of concern for our dogs that are family member, they would shoot and kill your dog for barking, not give it a second thought and you would have no recourse because they felt threatened.
