How would this come into play specifically with regard to Net Neutrality repeal? How is it connected?

Part of net neutrality was to force ISPs to treat all sites as equal. Without NN, they are free to do all the boogeyman things you have heard. That includes blocking websites.
And remember, I have never been 100% for NN, especially not how it was written, because it was an overreach.
The only thing I was/am in favor of is very basic consumer protection laws because ISPs actually are government created monopolies.
