I'm going to try and address this with respect:
Let us assume that the Tax Rate = 0%. In that case, Revenue will be 0 (no tax paid for any work)
Now, let's assume that the tax rate (not marginal) is 100%. In that case, Revenue will be 0 (no one will work if 100% taken away)
THEREFORE....there is some relationship where higher tax is less Revenue. There is some relationship were lower tax is more Revenue.
Point is: One cannot simply say "tax cut = less Revenue". There is a complex relationship.
