One that works for the government = public worker.
One that works independent of the government = private worker.

Ha. Sorry, I meant if a private company wants to deal with a union and people are required to join the union to be employed there, that's fine. Dumb, but fine.

There shouldn't be a requirement for people working in the public sector to be forced to join a union.
