I would love to believe these changes would actually shrink the federal government but the bureaucrats are so firmly entrenched in every department mentioned I'm afraid all it's doing is just rearranging the deck chairs on the Titanic.

These merges would give the ability to fire duplicate and unneeded positions...

Ehh, it’s probably more like sealing off the boiler rooms. It may not stop the thing from going down, but it can give folks a little extra time to make it out alive.
